”This document, the consensus report of the Commission on the National Defense Strategy for the United States, expresses our view of the dangers the nation faces and the steps that should be taken to meet them. The Commission was created pursuant to the National Defense Authorization Act of 2017, to examine and make recommendations with respect to the national defense strategy of the United States. More specifically, the Commission was charged with formally reviewing the National Defense Strategy (NDS) released by the Department of Defense (DOD) in January 2018, as well as assessing and offering its views on the broad range of issues that informed that strategy… In carrying out these responsibilities, we have deliberated regularly for the past year. We have reviewed relevant material, both classified and unclassified, and consulted widely with civilian and military leaders in the Department of Defense, representatives of other U.S. government departments and agencies, diplomats and military officials from some of America’s closest allies, and independent experts. We have studied issues related not just to defense strategy itself, but also to the larger geopolitical environment in which that strategy must be devised and implemented, and in which it must succeed.”
